WebAPI SetAssignee can be used to Assign Work to Bots

Currently the WebAPI SetAssignee only allows Packets to be assigned to Users.
If this was enhanced to allow the Packet to be assigned to Bot accounts, this would allow the bot to work on this item.
This would be extremely beneficial when Bots are dealing with Tickets as GetMoreWork doesn't pick up Tickets.
