SLA calculate on resolve

Re-Open windows are making tickets/Cases delayed and showing as SLA Missed in reports.
Need flexibility to choose whether to mark SLA on resolve or close.

The SLA missed criteria will be now calculated as resolved date and not as per closed date, have fixed this as a part of 23.4
