Make File Tags Mandatory

When a requestor manually creates and submits a case in Enate Work Manager, there is currently no way to enforce file tagging rules. This feature introduces two configurable mandatory file tag conditions at the case type level in Builder. When submitting certain case types in Enate, requestors must attach the required files before submission.
Here's how it works:
- Requestors log into Enate and manually create and submit cases.
- Depending on the case type, specific file tags are required.
Two conditions must be met:
- Every attached file must have a tag.
- The specific tags that are required pre-configured by the builder should be available in case.
- Each file tag made mandatory for a case type can be used only once in case packet.
