In Builder, allow Conditionality within Steps (just like branching does currently)

Current design requires information required for decision to have been made available in previous step(s) this potentially leads many artifical steps and therefore nothing modelling the actual steps (as required by client).

Our requirement is similar too. As a user we have scenarios where I need to add condition at action level as rest flow depends on the outcome of action. currently condition is applicable only at step level
