we advise to created a user group for support/admin user and all all admins to this group and assign this group at customers level so all these user will have permissio to all work item.
you can make this as SOP for user administration and inform you builder to always add admin group on customers level.

If we can have a 'Service Account' type user by default will have access for all service providers for support purpose. When accessing packets, support will have read-only permissions, not able to edit or write any time on the running packet
